In formsweb.cfg :

: Choose WebLogic Server (which provides standard clustering and management infrastructure tools). A running Oracle Database (12c, 19c, or 21c)

Configure Domain Mode to or Development , and map the JDK path.
Do not use the standalone WebLogic server installer. The Forms and Reports framework requires the distribution, which includes JRF (Java Required Files) and the RCU binaries. Execute rcu
